(5) CONSENT AGENDA: All items listed directly under this Consent Agenda item are considered to be routine by the Court and will be enacted with one motion. (7) Present a proclamation to Detention Sergeant James L. Woodson for his fifteen (15) years of service to Grayson County.
(8) Discuss and take action on 2018 tax rate, take a record vote, and authorize appropriate publications
(9) Consider and take possible action on Resolution Authorizing Publication of Notice of Intention to Issue Combination Tax and Revenue Certificates of Obligation.
(10) Consider and take possible action to determine whether services provided by proposed Financial Advisor to Grayson County regarding the authorization and issuance of indebtedness constitutes a professional service under Texas Local Government Code Section 262.024(a)(4) that is exempt from competitive bidding requirements.
(11) Consider and take possible action to approve Agreement for Financial Advisory Services with proposed Financial Advisor Estrada Hinojosa & Company, Inc., relating to the authorization and issuance of indebtedness
(12) Consider and take possible action to determine whether the performance of bond counsel duties to Grayson County relating to the issuance of proposed certificates of obligation or other financing, known as “bonds,” constitutes a professional service under Texas Local Government Code Section 262.024(a)(4) that is exempt from competitive bidding requirements.
(13) Consider and take possible action to approve Bond Counsel Agreement and retain law firm of Bickerstaff Heath Delgado Acosta, LLP, as bond counsel to perform bond counsel duties in conjunction with the issuance of proposed certificates of obligation or other financing, known as “bonds.”
(14) Discuss and take action to approve the request from Texoma Community Center to appoint Sheriff Tom Watt to Place 4, and Billy Hamilton to Place 3 on the TCC Board of Directors.
(15) Discuss and take possible action on a bid proposal for property located at 301 Anderson in Whitesboro that was unsold at the April 3, 2018 Sheriff Property Sales.
(16) Discuss and take possible action on a bid proposal for property located on W Thatcher Street in Denison that was unsold at the April 4, 2017 Sheriff Property Sale.
(17) Discuss and take possible action on a bid proposal for property located at Loving JP 1st Addn, Block 1, Lot 1, 5 and W 5 FT 4 in Sherman that was unsold at the August 1, 2017 Sheriff Property Sale.
(18) Conduct public hearing on request to: (1) establish school zones with a 20-mph speed limit along McKnight Road and Airport Road in Precinct Three; (2) restrict parking along McKnight Road and Airport Road in the school zones; and (3) reduce the speed limit leading into the school zones along McKnight Road and Airport Road from 45 mph to 35 mph. Consider and take possible action on all requests.
(19) Discuss and take action to consider continuation of the regulation of outdoor burning due to drought conditions.
(20) Discuss and take action to authorized the solicitation of bids for the annual supply of steel culverts as presented.
